The Journal of Malay Constitutional Studies (JMCS) welcomes original and unpublished manuscripts that contribute to constitutional law, constitutional theory, Malay constitutionalism, indigenous constitutional thought, comparative constitutional law, governance, legal history, public law, law and ethics, and related interdisciplinary fields.

All manuscripts must be original, must not have been published previously, and must not be under consideration by another journal at the time of submission.

JMCS applies a double-blind peer-review process. Authors must therefore prepare manuscripts in a manner that does not disclose their identity to reviewers.

Manuscripts should be written in clear academic English and demonstrate a significant scholarly contribution to the field.

MANUSCRIPT TYPES

JMCS accepts:

• Research Articles
• Review Articles
• Book Reviews
• Case Notes
• Research Notes, where appropriate

MANUSCRIPT PREPARATION

Manuscripts should be submitted in Microsoft Word (.docx) format.

Research articles should normally include:

• Title
• Abstract
• Keywords
• Introduction
• Main analysis or discussion
• Conclusion
• Footnotes
• Bibliography, where appropriate

The structure of the main text may be adapted to the methodological and disciplinary character of the research.

TITLE

The title should be concise, informative, and accurately reflect the principal subject or argument of the manuscript.

ABSTRACT

Research articles should include an abstract of approximately 150–250 words.

The abstract should clearly communicate the research problem or question, approach, principal argument or findings, and contribution of the article.

KEYWORDS

Authors should provide 3–6 keywords that accurately represent the principal subjects of the manuscript.

LANGUAGE

Manuscripts should be written in academic English.

Authors are responsible for ensuring that the language is sufficiently clear and accurate for scholarly review and publication.

CITATIONS AND REFERENCES

JMCS uses a footnote-based legal citation system following the Oxford University Standard for the Citation of Legal Authorities (OSCOLA).

Sources should normally be cited in footnotes rather than through an author-date citation system.

Authors should apply OSCOLA consistently throughout the manuscript, particularly when citing:

• cases and judicial decisions;
• constitutions and legislation;
• treaties and international legal materials;
• books and book chapters;
• journal articles;
• official documents;
• reports;
• websites and electronic materials; and
• other primary and secondary legal sources.

Where sources from jurisdictions or legal traditions are not specifically addressed by OSCOLA, authors should provide sufficient information to enable readers to identify and locate the source and should apply a clear and consistent citation format.

Malay, Indonesian, Jawi, Arabic, Dutch, historical, archival, and other sources should be cited with sufficient bibliographic information to permit identification and verification.

DOUBLE-BLIND REVIEW AND ANONYMISATION

JMCS operates a double-blind peer-review process.

The manuscript submitted for review must not contain information that directly identifies the author.

Authors should remove:

• author names;
• institutional affiliations;
• email addresses;
• acknowledgements that disclose identity; and
• other identifying information from the manuscript file.

Where authors cite their own previous work, references should be written in a manner that does not unnecessarily reveal authorship during the review process.

Author information must be entered separately in the metadata provided through the JMCS submission system.

TABLES AND FIGURES

Tables and figures should be clearly numbered, appropriately titled, and referred to in the main text.

Authors are responsible for obtaining permission to reproduce copyrighted material where permission is required.

ORIGINALITY AND PUBLICATION ETHICS

Submission to JMCS constitutes confirmation that the manuscript is original and is not simultaneously under consideration by another journal.

Authors must comply with the JMCS Publication Ethics and Malpractice Statement and Plagiarism Policy.

All quotations, ideas, arguments, data, and other materials derived from external sources must be appropriately acknowledged.

USE OF GENERATIVE ARTIFICIAL INTELLIGENCE

Generative artificial intelligence tools must not be listed as authors because they cannot assume responsibility for scholarly work.

Authors remain fully responsible for the accuracy, originality, integrity, citations, arguments, and content of their manuscripts.

Where generative artificial intelligence has been used substantially in the preparation of a manuscript, authors should transparently disclose such use where relevant to the integrity or reproducibility of the scholarly work.

AI-generated material must not be used to fabricate sources, quotations, authorities, data, or research findings.

COPYRIGHT AND OPEN ACCESS

Authors retain copyright in their published work subject to the journal's publication arrangements.

Articles published by JMCS are made available under the Creative Commons Attribution 4.0 International Licence (CC BY 4.0), unless otherwise indicated.

Authors should consult the JMCS Copyright and Licensing Policy and Open Access Policy for further information.

ARTICLE PROCESSING CHARGES

JMCS may apply an Article Processing Charge (APC) to manuscripts accepted for publication.

Any applicable fee, payment procedure, waiver, or reduction will be communicated transparently through the official JMCS platform.

Payment does not influence editorial evaluation, peer review, or decisions concerning acceptance or rejection.

SUBMISSION

Manuscripts must be submitted through the official JMCS online submission system.

Authors are responsible for completing the required submission metadata and ensuring that all authors and contributors are accurately identified.

By submitting a manuscript, the corresponding author confirms that all authors have approved the submission and agree to comply with the journal's editorial and publication policies.

REVISION

Authors invited to revise a manuscript should carefully address the comments of reviewers and editors.

Where requested, authors should provide a response explaining the revisions made and, where a recommendation has not been adopted, provide an appropriate scholarly explanation.

FINAL RESPONSIBILITY

Authors remain responsible for the accuracy, originality, legality, ethical integrity, and scholarly quality of their work before and after publication.
